Smith tallied 106 votes during the 2017 season and has earned a holiday to Queensland.
He took over as coach of the Lakers after an exodus of players moved on.
The Lakers finished the season in 11th with one victory.
Smith said it was “a little embarrassing” to win the award.
“I obviously don’t go out there and play for these awards – it’s more for the team,” he said.
“Like I said just before… I probably wouldn’t be up here winning this award if we had a full side each week.
“We struggled with getting guys out on the park but look, on the other flip-side, I’m very humble to the fact that obviously the opposition have voted… It’s not just the club. Hopefully next year I’m no where near the top because we have the players.”
