The meeting was due to be in Edenhope on June 20 at 7pm.
However council chief executive David Leahy said the meeting clashed with mayor Jodie Pretlove and Councillor Trevor Domaschenz returning from the National General Assembly of Local Government.
The assembly runs from June 17 to June 20.
The options tabled for the amended meeting date were June 21 during business hours, June 27 or June 13.
Cr Bruce Meyer moved a motion to host the meeting on June 21 at 7pm.
Cr Domaschenz said he was opposed to a night meeting on Thursday because people had other commitments on Thursday nights.
Cr Tom Houlihan said Thursday nights is when people should go and support their children.
Councillors instead voted to host the meeting in Edenhope on June 21 at 1pm.
