The machine is installed on the toilet block at the intersection of Roberts Avenue and Firebrace Street, Horsham.
Police released an image of a person they believe can assist them with their investigations.
Horsham Acting Sergeant Steve Gray said it appeared the damage was caused in the early hours of Sunday July 8.
“This is the first incident like this that I’ve heard of,” he said.
