Ms Holmes was appointed in the role in June, following an extensive selection process by council.
Council lost its long-serving CEO Ray Campling in April. Since then, James Magee has served as interim CEO.
Mayor Graeme Massey said council was looking forward to working with its new chief.
“We’re all really thrilled that Jessie is starting on Monday,” he said.
“We know that she’ll be a tremendous addition to our team and all the staff are looking forward to working with her for a long time into the future.
“She’s bringing a lot of talent and enthusiasm to the job.
“We are excited about the leadership and the drive she will bring to our organisation.
“We’re throwing her in the deep end on Monday with the opening of the the Warracknabeal Aerodrome Transfer Upgrade Project by Member for Mallee Andrew Broad.”
Ms Holmes has been employed as Buloke Shire Council’s Community Development director since 2009. She went to school in Dimboola, and currently lives in Birchip with her husband Zach and their daughters Pippa, 4, and Hattie, 2.
Speaking to the Wimmera Mail-Times last month, Ms Holmes said she couldn’t wait to get started in her new role.
“The communities that make up Yarriambiack are similar to many I have grown up and lived in across the Wimmera Southern Mallee and it is pretty hard to beat the quality of the people that inhabit them,” she said.
“Working with a group of councillors and staff group that is totally passionate and committed to their communities also makes me feel like this is a fantastic appointment.
“I feel like Yarriambiack has some amazing opportunities with their community to capitalise on evolving agriculture, tourism and being seen as an all age friendly destination.”
