Company On The Run is working on final documentation for the business plans, which will be on the corner of Wilson and Darlot streets.
Horsham Rural City Council approved a planning permit for the new station in September last year.
On The Run head of brand Simon Rudduck said the company had since made some small design improvements to its plans, which council approved in June.
Mr Rudduck said once documentation was finalised, the company would seek tenders for construction.
“The store will feature an exciting inclusion of Guzman Y Gomez, the hugely popular, Australian-owned Mexican restaurant,” he said.
“The site will offer a high quality 24-hour convenience offer, OTR’s signature café-quality C Coffee brand, and other great food options.”
On The Run also applied last year to build a fuel station on the corner of Dimboola and Wawunna roads, but Horsham Rural City Council rejected the proposal due to possible adverse effects on nearby residents and businesses.
