The draw was scheduled to take place at 1pm but was delayed about 20 minutes at most draws across the state.

Member for Lowan and Nationals candidate Emma Kealy has been listed first on the ballot for the state election on November 24. 

Independent’s Barry Shea will be second, followed by Labor’s Maurice Billi, Victorian Socialist’s Trevor Grenfell and the Greens candidate Richard Lane. 

Ms Kealy and Mr Billi were the only candidates at Friday’s ballot draw, while Mr Lane, Mr Grenfell and Mr Shea were absent.

Meanwhile, Derryn Hinch’s Justice Party candidate Sandra Gibbs will top the ballot paper for the Ripon District.

Ms Gibbs was drawn randomly at the top of the ballot paper at the ballot draw in Stawell on Friday afternoon. 

Following Ms Gibbs is Independent Jeff Truscott, Victorian Socialists' Bronwyn Jennings, Anna Hills of the Animal Justice Party, Labor DLP candidate Peter Mulcahy, incumbent Louise Staley of the Liberal Party, Labor's Sarah De Santis, Peter Fava of the Shooters, Fishers and Farmers Vic, The Greens' Serge Simic and Independent Maria Mayer. 

Ms Staley was the only one of the 10 candidates at the ballot draw in Stawell on Friday. 

Early voting centres at 45 Wilson Street, Horsham and 8-12 Scotland Place, Stawell open on Monday. 

The centre will open from 8.30 am to 6pm, Monday to Friday until November 23.

The State Election is on Saturday, November 24.
