Horsham Rural City and Yarriambiack Shire have been progressively upgrading the road from a single-lane to dual-lane across five years.
About one-kilometre of the road has been upgraded each year with the responsibility of the works alternating between the councils. However, the works are jointly funded by both councils.
Horsham Council’s engineering design coordinator Lyndon White recommended that the council approve a $291,183.20 contract for the next phase of reconstruction works at a council meeting on Monday night. Glover Earthmoving was awarded the contract.
In a report, Mr White said the upgrade was a strategic transport route on the boundary of two municipalities.
He said the council had received money from the state government’s Local Roads to Market program this year.

Mr White said the upgrade site was within the Murra Warra wind farm operations area and negotiations will be required to avoid impacts and manage the risks between the projects.
Mayor Mark Radford said the upgrade of roads was an expensive process, which this project has put into perspective.
“It just highlights that during Budget time, $300,000 does not go very far,” he said.
Cr David Grimble said the upgrade will require interaction between the councils and the wind farm.
He wants an arrangement that will see the restoration of already completed works that could be impacted by heavy traffic.
