Paramedics were called to the festival about 3.30am Friday morning to reports of a man having a drug overdose.
The man in his 20s was taken to Ballarat Base Hospital in a critical condition.
Ballarat Police Superintendent Jenny Wilson has described the festival as being “marred by a number of issues”.
“Having spoken to his mother this morning she's devastated by the events and his current situation,” she said.
“For me that just talks about not only the risk of impact on individuals themselves when they take illicit drugs, but the impact it has on family and the broader community as well.”
She said another man had also been arrested for drug trafficking.
The festival technically starts on Friday, although patrons could enter the site on Thursday.
The incident comes after three festival goers were taken to hospital after a truck rolled onto their tent at 4.40pm on Thursday.
