Dillon Harding, 22, appeared at Horsham Magistrates' Court on Monday in relation to two family violence charges. The accused had been remanded in police custody for 67 days.
Prosecutor Senior Constable Michelle Wentworth said the first charge involved Mr Harding and a western Victorian woman.
"The accused and victim were in a relationship that broke down, however they got back together and the accused used ice constantly," she said.
"On December 5, 2018 the pair were asked to leave a Horsham property by the Salvation Army. An argument between the victim and accused broke out. The accused grabbed the victim around her neck and the victim dropped to the ground."
Senior Constable Wentworth said a witness saw Mr Harding holding a steak knife and heard him making threats to kill the victim.
"The witness saw the accused throw the knife towards the victim. The knife ricocheted off the wall and hit the victim's foot, causing a small stab wound," Senior Constable Wentworth said.
"The victim exited the house and the accused followed her, continuing to verbally abuse her. Police arrested the accused at the Horsham address. He was placed in police cells until he was no longer drug affected and was fit to interview."
On December 7 Mr Harding told police that the argument "had escalated", and said he did not attack the victim or make threats to kill.
The court heard that in the second charge the victim was a relative of Mr Harding.
"On October 28, 2018 the accused was at the victim's house under the influence of methamphetamine," Senior Constable Wentworth said.
"At 6.20pm, the accused started to yell at the victim. The victim told the accused to leave the property, however the accused continued to yell. The victim said they would call the police because they felt intimidated and threatened.
"Police attended the address and found the accused lying on the ground not making sense. He made no comment to police when interviewed."
The court heard that a safe contact order was placed on Mr Harding at the time of the incident with conditions to not commit family violence against the victim.
It also heard Mr Harding had used methamphetamine since he was 18 and was 21 at the time of the offending.
Magistrate Ronald Saines said Mr Harding's actions were in breach of the safe contact order placed on him.
"There are a number of things I want to say to you. I have to decide whether it's appropriate for you to get out of jail now and I can't make that order yet," he said.
Mr Harding reappeared at Horsham Magistrates' Court on Wednesday via videolink to hear his bail plea.
However, Mr Saines must wait until a justice plan assessment is completed before a decision regarding bail can be made.
Mr Harding was remanded in custody and will next appear at Ballarat Magistrates' Court on March 7.
