The fees from the city's parking meters generated $405,000 in the 2017-18 financial period.
The hourly rate for a paid parking spot in the central activity district is $1 each hour.
The council received an additional $59,000 from parking fines, which brings the tally up to $464,000 generated through parking fees and fines in the previous financial period.
The council's development services director Angela Murphy said the cash collected from the parking fees and fines was set aside to upgrade the city's CBD.
Ms Murphy said the council has sought a CBD revitalisation grant, which will require a matching contribution from the council.
The council has, therefore, limited the expenditure from the CBD and Car Park Development Reserve.
She said the council intends to increase the reserve's cash to help pay for a "worthwhile" project in the CBD.
The council's 2018-19 Budget said the reserve will contribute $1.14 million towards projects including the undergrounding of power lines, footpaths and drainage improvements, lighting, public Wi-Fi, watering points, laneway activation, landscaping and furniture, signage and services and public amenities.
In the Budget, the council has forecast the reserve's balance to reach $1.30 million by June 30 this year.
Ms Murphy said the council will need to review its parking strategy in the future.
"I think it is time to look at parking across Horsham and determine if the time limits and restrictions are in the right place," she said.
"Our surveys over the years show that we have enough carparks, but what we need to review is the restrictions of time limits and the infrastructure we are using."
