The Wimmera Netball Association and the Wimmera Football League have each nominated two representatives, while Wimmera Regional Sports Assembly's David Berry will be an independent member on the five-person panel.
The netball association has nominated president Amanda Cole and life member Andrea Ballinger as their representatives, while Mary-Lou Boatman and chief commissioner Trevor Albrecht will represent the Wimmera Football League.
Mr Albrecht said the nominated individuals were the "perfect people" to take the process into the future.
Ms Boatman and Ms Ballinger have both previously served in positions on the netball and football commissions.
"I was pretty happy with how it has come together - it's a great group of people," Mr Albrecht said.
Mr Albrecht said the committee had begun looking at the recent merger of the Loddon Valley Football Netball League for ideas. He said a smooth transition was paramount to the success of a merger.
"It's about a smooth transition to make it really works well for both, however that needs to be shaped," Mr Albrecht said. "We have to look at things that suit both parties in terms of constitutions and timelines."
Ms Ballinger said while forming the committee was a step toward unity, it did not guarantee a merger would go ahead.
Ms Ballinger said the panel would act as a "think tank" to discuss every detail and ensure parity for both sides.
"I don't want anybody under the illusion that we will get together and start writing documents. That is not what this is about," she said.
"This is preliminary stuff - this is doing due diligence and considering what is best for each code.
"It really is just looking at the big picture and seeing where the two codes are and seeing if we can see a beneficial outcome moving forward."
As fairness is paramount, David Berry will bring an impartial perspective as an independent member.
Mr Berry also provides a sound understanding of sport in the Wimmera and sports governance with his role at the Wimmera Regional Sports Assembly.
Berry said a merger was a move that had been discussed for a long time.
"Definitely there is some momentum now," Mr Berry said. "Angela Ballinger and I were working to see if it was feasible almost 15 years ago. It's something a long time in the making and it will be something that will be better for the administration of both leagues moving forward."
