The hub, first mooted in 2015, will replace the current library and council customer service centre in the town's main street.
Stage one of the project will involve the construction of a new library and service centre, which council anticipates will take 10 to 12 months.
Hindmarsh Shire mayor Ron Ismay said the new venue would be used for a variety of events and activities.
"As council was unsuccessful with a grant application through the federal government for additional funding, we have had to amend the plans in order to still achieve our objective of establishing a multi-purpose facility," he said.
"The new library and council customer service centre will be constructed at the rear of the existing library. The two buildings will be connected via a passageway that will also feature new public work stations.
"A feature of the new library will be a rear deck and veranda that will be able to be used for community events, such as on Australia Day."

Council has secured some funding from the state government’s Living Libraries program for stage one.
Cr Ismay said council was due to award the tender for the stage one work at a meeting in Nhill on Wednesday afternoon.
He said the existing library and customer service centre and adjoining public toilets would continue operating as normal during the construction phase, though there might be some days when services were disrupted.
Plans and artist images of the multi-purpose centre are on display in the library.
Meanwhile, the council will conduct its annual community satisfaction survey throughout this month, through independent market research agency National Field Services.
Cr Ismay said the review would allow council to assess its performance and identify areas for improvement.
