Horsham Rural City Council has joined four strategic plans under the Transforming Horsham banner, in the hopes of mapping out the best direction for its projects.
The city's Open Space Strategy and the Horsham Urban Transport Plan are open for public comment.
In the upcoming weeks, the Horsham South Structure Plan and Wimmera River and Central Activity District Visioning Project will also be available.
Horsham Rural City Council's chief executive Sunil Bhalla said together the projects will set a strategic direction for the municipality, but each project has different objectives.
Mr Bhalla said surveys were a chance for people to give the council new ideas or choose between options.
"The projects are not all at the same stage," he said.
"Some are looking for new ideas and others are trying to choose between options."
The aim of this new information is to identify, justify and assess potential game-changing projects and key moves.

Mr Bhalla said Transforming Horsham intends to continue the public consultation work completed in the past five years.
He said the council was "open to new ideas," but was not asking the same questions again.
"The Wimmera River and Central Activity District project - a key Transforming Horsham assignment - will bring new independent research and analysis of Horsham’s existing situation in regards to population and housing, the local economy and property market, as well as community and sport and recreational facilities," he said.
"The aim of this new information is to identify, justify and assess potential game-changing projects and key moves.

"This evidenced based justification for projects will act as an essential tool in attracting government and private sector investment in ‘game changing’ projects."
Mr Bhalla said the project of Transforming Horsham was the first-time the council has taken this approach. He said each project has the "overarching reason" driving them forward.
"Key projects that are taken to visual concept stage will be identified base on what will give Horsham the best possible change of strengthening the economic and liveability," he said.
"It is to plan for the future to strengthen economic resilience and enhance liability in our region’s capital."
