Robert Martin appeared at Horsham Magistrates' Court on Thursday in relation to three charges and represented himself.

The court heard that while in police custody on November 10, Martin threw wet toilet paper over CCTV cameras in the holding cell.

Police prosecutor Leading Senior Constable Kass Myers read the summary of charges.

"At 9.30pm police attended Wimmera Base Hospital in Horsham after receiving a report that the accused was being aggressive towards staff. It was clear to staff that the accused was under the influence of a substance," she said.

Martin was arrested by police and taken to Horsham Police Station. He was put into a holding cell with two other men.

"The accused was uncooperative with police and continued to be abusive to members after he was put in the holding cell," Leading Senior Constable Myers said.

"At 10.40pm, the accused threw wet toilet paper at the CCTV cameras in the cell, obstructing the view. The accused then started to headbutt the window and the cell bars repeatedly. He then wiped a wet substance from his forehead onto the cell bars.

"The accused also continually pressed the duress alarm, which had to be reset by members."

The court heard the accused was not interviewed after the incident.

Martin told Magistrate Mark Stratmann that he was under the influence of alcohol at the time of the incident, but said he didn't have an issue with alcohol.

"I had drunk a full bottle of vodka," he said.

Mr Stratmann encouraged Martin to reach out to alcohol services if he needed to. Martin was fined $1000, plus court costs of $124.
