Neil Brauer had been in custody for 30 days when he appeared at Horsham Magistrates' Court on Thursday to face six charges. He pleaded guilty to all charges.
The court heard that Brauer lived in a unit block in Horsham and the victim was his next-door neighbour.
Police prosecutor Leading Senior Constable Kass Myers read the summary of charges to the court.
She alleged Mr Brauer was shouting accusations at the neighbour about 3pm on February 10.
"He repeatedly banged on the victim's door and yelled, 'I will kill you'. The victim was terrified. At 4.30pm a witness called the police. The witness heard the accused yell 'I can kill and will kill you'," Leading Senior Constable Myers said.
"The victim saw the accused ripping up tomato plants in her front yard and throwing them on the driveway."
The court heard police attended the property at 5.50pm and found the victim outside crying.
"The accused was in his unit and he yelled at police, 'do you want to have a go' and, 'f*** off'. He told police to go around the back of the unit. Police went around the back and were invited inside," Leading Senior Constable Myers said.
"The accused yelled at police and rushed at one of the police officers, grabbing him by the shoulders. The accused continued to be abusive to members and pushed a bin at a police officer."
The court heard Brauer was arrested and taken to Horsham Police Station.
"When questioned about his actions towards the victim, he said he 'would never'. When asked about assaulting the police officer he said, 'if he is going to grab me, I will grab back. I hate authority and always have'," Leading Senior Constable Myers said.
Brauer entered bail at Horsham Police Station.
"On February 11 at 9.50am, the accused went to the victim's unit and called the victim's dog in an attempt to agitate it," Leading Senior Constable Myers said.
"He was heard yelling 'I know I'm not supposed to be here' and 'f** you' three times."
The victim called police and the accused was arrested. He refused to be interviewed at Horsham Police Station.
The court heard Brauer had started drinking at the age of 12 and had an issue with alcohol. The court heard that he had been off drugs for about a year.
Magistrate Mark Stratmann told Brauer his behaviour was unacceptable.
"This kind of conduct is extreme and it is abusive. You will be assessed for a community corrections order," he said.
Brauer was remanded in custody and will appear at Ballarat Magistrates' Court on March 20 via videolink.
