Run by the Catholic Diocese of Ballarat, Centacare delivers a range of social welfare and outreach services across Western Victoria.
Chief executive Tony Fitzgerald said a new, larger building was necessary because Centacare was increasing the number of programs it offered out of Horsham.
"Parents Next is one that's just been launched recently. It's a job program that helps prepare people who have had children and are planning to return to the workforce once their children get to school age," he said.
"We also have a youth justice community support program, family and relationship counselling, cradle to kinder and employment services."
Mr Fitzgerald said the office would improve client access to it services, increase space and given Centacare more opportunities to expand its services into the future.
"It will also increase the efficiency of the service delivery to vulnerable and at-risk individuals and provide an administration base to our outreach services," he said.
"And if any community group or similar service needs an office that's spare, certainly approach our staff and I'm certain they'll be all too happy to help."
Mr Fitzgerald said Centacare had been offering services to the Wimmera for 40 years, initially on an outreach basis with a focus on family and relationship services, before staff became permanently based in Horsham in the late 1990s.
It has also offered family relationships services out of Uniting Wimmera's offices since 2007.
Most Reverend Paul Bird, Bishop of Ballarat, came to Horsham to bless the building.
He said people didn't need to practice christianity or be religious at all to be able to access Centacare's services.
"It's outreach to the whole community," he said.
"If the need and the resources are there, I would hope we can provide as many services as possible here. A good number of our other places have guidance in relation to employment which are proving very popular."
Staff transitioned into the new building late last year.
