West Wimmera Shire Council awarded a tender to build the new multi-purpose, female-friendly change rooms at its meeting on Wednesday.
Hamilton's Ultrabuild Construction Group was the successful applicant who submitted a tender of $1,217,696.70.
It was the resolution of the council's that any over-costs caused by the project's delay will be paid by the people responsible. It was also decided that if the contractor made a claim against the council for loss or damages, then the council will take action against the person who caused the damages.

West Wimmera councillors also voted to reallocate $150,000 currently allocated to the reserve project to a suitably planned and ready project should it be delayed.
The Harrow and District Recreation Reserve redevelopment project received a $1 million from the state government last year.
A project control group has been formed by key user groups to move the plans forward.
Harrow Balmoral Football Netball Club president Rosemary Langley said the original concept plans evolved in the planning phase to ensure the project was feasible.
"Everyone liked the first concept of the building, but the reality was it was not a feasible option. The current plans were drafted and the groups are 100 per cent behind the outcome," she said.
"There has been the odd difference in opinions, but we are pleased at the outcome."
Ms Langley said the project has included the refurbishment of the current football change rooms to become a multi-use area for other community groups and new change rooms will be built.
She said there will be a new netball and tennis building with change rooms and showers.
Ms Langley said a timeframe has not been decided for the construction phase.
