The duo will face a series of trials and tests across the coming months, before the squad for the under-16 National Championships is finalised.
"I'm absolutely wrapped," Breuer said.
"It feels like a huge step. It's just the squad of 50 now and then we go to a camp sometime next month and another after that, then it gets cut down a bit."
At the National Championships, Victoria Country face Vic Metro in Geelong on June 16, before travelling to Queensland in July to take on Western Australia at Southport and South Australia at the Gabba.
Hobbs said while he was determined to push ahead and make the final team, making the initial 50 was a moment of validation for all of his hard-work.
"It's pretty rewarding after all the training that I've done, with the pre-season starting in December and training 3-4 times a week," Hobbs said.
"It is just top 50 at the moment, but it will be exciting just to go down to Melbourne to do some testing."
Hobbs and Breuer have been showing their talent with the Greater Western Victoria Rebels under-16 team this season, playing alongside fellow Wimmera youngsters Harley Pope and Drew Schneider.
The side have played three games, with Hobbs adjudged best on ground for the Rebels in two of the contests.
AFL Wimmera-Mallee development manager Jason Muldoon said Hobbs and Breuer had shown an impressive passion and dedication to football.
"It's a massive achievement. Really good for those two boys, they've worked really hard on their games," Muldoon said.
"Ben had a fairly big impact on the Wimmera Football League grand final last year so he has shown his talent at a senior level already.
"Sam is a real workhorse. He doesn't rest on his laurels and has worked incredibly hard."
