In her report to the council, council's finance manager Heather Proctor said conflicts of interest had been declared at any level.
Councillors David Grimble, Mark Radford and John Robinson had to temporarily leave the council chambers during parts of the debate due to their respective conflicts of interest with groups and clubs.
Cr Alethea Gulvin said she wanted to see more community groups take the opportunity to apply for grants and donations.
"That could mean council seeks these community groups out personally to encourage them to apply. Clubs around our community might not know about it and might need support to do so," she said.
