Kevin Johnson appeared in Horsham Magistrates' Court on Monday.
The court heard that Johnson was allegedly involved in a fight with another man on November 12.
Police prosecutor Senior Constable Michelle Wentworth told the court that the victim was sitting in his car in front of the Warracknabeal IGA when the incident occurred.
She said the victim saw Johnson yelling at his dog and yanking on its collar.
The victim told Johnson to "ease up on the dog", which sparked an altercation.
Police alleged that Johnson threw punches at the victim through the car window and the victim punched Johnson back.
Senior Constable Wentworth said Johnson then got into the car, allegedly sitting on top of the victim and grabbing him by the throat.
The victim stuck his finger in Johnson's eye to get him to stop.
The pair then allegedly wrestled and fell out of the vehicle.
Johnson then allegedly tried to punch the victim again before walking away.
Senior Constable Wentworth said there were two witnesses to the incident.
Johnson will reappear in court on June 27 for a contested mention.
