Council wants Horsham-bound services to park on Lloyd Street and Nhill-bound services to park on Lochiel Street, as the existing parking spot is disrupted by construction on the town's new library.
A spokesperson said council met with V/Line and Firefly Coaches representatives on-site on Wednesday.
She said while the two groups gave their in-principle support for the proposed sites, there were still a number of issues that need to be resolved prior to the locations being endorsed by Public Transport Victoria and V/Line.
Mayor Ron Ismay said the organisation wanted to maximise the economic benefits coach services provided to town.
"Both of these locations are still within easy walking distance to cafes', shops, public amenities and the supermarket," he said.
Chief executive Greg Wood said council was also reviewing how to improve its library services to Jeparit and Rainbow from next month.
"These towns are currently served by the mobile library with Jeparit receiving two hours per fortnight and Rainbow two and a half hours per fortnight," he said.
"One of the options under consideration is to establish static libraries located at Council Customer Service Centres in Jeparit and Rainbow. This system has worked well in Dimboola for many years and there are other councils throughout Victoria that provide a similar service. This will provide Jeparit and Rainbow and district residents with a minimum of one and a half days of service per week which is a significant increase from the minimal hours they receive now."
Mr Wood said council also planned to employ the Nhill branch library staff member from July 1 and work with neighbouring shires to consider shared service options.
