The mystery winner's Division 1 TattsLotto entry is worth $953,391.46 and was purchased at Horsham Plaza Lotto. It was drawn on June 8.
The ticket was unregistered which has made it difficult for officials to break the good news to the winner.
Horsham Plaza Lotto owner Kristin McIntyre said she was thrilled her outlet had sold a Division 1 winning entry.
Mrs McIntyre said she had sold three winning lotto tickets since she took over the shop.
"This is the second highest win. The highest was couple of years ago which was worth $1.1 million," she said.
"If it goes unclaimed, it goes into state revenue but the owner can still claim the prize anytime through state revenue."

Mrs McIntyre said the shop had received a surge in customers purchasing tickets since the win.
"Customers are excited," she said.
Horsham Plaza manager Allison Roberts said the news had created a lot of hype in the center.
"We don't know if it's a local person; because it was a long weekend, possibly it was somebody that had visited town for the Art is... Festival. We don't know, we are dying to know," she said.
Mrs Roberts said the plaza posted the news on Facebook and had advertised in local media in an attempt to find the winner.
"There has been a lot of interest on Facebook. There was one lady who gave a ticket as a birthday present and they were hoping that we shared that it was their ticket that won," she said.
