Chris Miller of the organisation's Traffic Management Centre said the salvage operation was taking place on the road side, and Stawell police were handling it.
"If the road is closed it will only be for 15 to 20 minutes so the truck can get back onto the tarmac and hooked on to heavy haulage," he said.
"If that happens there will be traffic control in place, and we ask people obey them."
EARLIER: Police say VicRoads is about to shut the Western Highway west of Stawell, after an incident involving a B-Double.
Horsham Police Sergeant Jason Bergen said the truck ran off the road while travelling west just after 7am on Wednesday.
"It ploughed into mud two kilometres west of the turnoff to Glenorchy," he said.
"The highway will be shut in both directions for three to four hours during the recovery incident. B-Doubles take a bit of an effort to get out of the dirt."
Sergeant Bergen said VicRoads was yet to confirm diversion routes.
It comes as investigations continue into a single vehicle rollover on the Western Highway south of Pimpinio on Tuesday afternoon, that left a 43-year-old Dimboola man in a serious but stable condition in hospital.
