HORSHAM councillor John Robinson is yet to formally step aside from his role, despite signalling his intent to do so last week.

Cr Robinson said he would step aside from his position on July 2 after voicing his discontent with the council's draft Wimmera River and Central Activities District Plan.
On Monday Cr Robinson confirmed to the Mail-Times that he hadn't officially notified Horsham Rural City Council chief executive Sunil Bhalla about his decision.
"I have been talking to people in the community, groups and business, about how I can best represent the community," he said.
"I will certainly make a decision, but I want to work out what that will be in the best interests of the community."

Cr Robinson said he had been "overwhelmed" and "blown away" with support from community members.
"Not just for me, but also for councillors (David) Grimble and (Josh) Koenig too. That's really heartening," he said.
"The community elected me to do a job and I'm keen to do it, but with these unlawful and unreasonable barriers, you can't come up with a fair outcome.
"It has been a constant battle since this council came into power, and I don't see it changing. People are talking about going to the Local Government Minister Adem Somyurek, and I think that might be necessary."
He said he'd like to see more councillors speaking up about issues during council meetings.
"Councillors who have been silent in the past need to speak up," he said.
He also encouraged community members to be more vocal in their opinions regarding council issues.
"We wouldn't be in this bind if the community was more interested," he said.
A council spokesman said Mr Bhalla had not had confirmation of Cr Robinson's plans.
