In a statement, council said a young girl was walking two dogs on a leash on Natimuk Road with her father on Wednesday at 3.30pm.
Council said it was then that another dog bounded over and began attacking one of the leashed dogs.
The injured dog was taken to a vet after the father intervened.
It followed two "dark tan coloured dogs" mauling to death a maltese shih tzu on Friday, June 28.
Council's manager of regulatory services Lauren Coman said the two dogs entered the back of a Stewart Street property between 3pm and 5pm.
She said anyone with more information should contact the council's Community Safety Unit on 5382 9777.
The Mail-Times has contacted the council for further comment.
Horsham PAWS president Penny Stemp said it was important dog and cat owners kept their pets on leashes and locked up at home.
