Horsham Rural Ratepayers and Residents held its first public meeting on Sunday which was attended by about 50 people.
The group decided to initiate four public forums, and invite councillors and council officers, to answer questions about the draft reports.
The forums would address the Horsham showgrounds; Horsham City Oval; the Wimmera River precinct; and the Horsham Central Activity District.
The group also wrote to council asking for the exhibition time of the master plan, along with the Open Space Strategy, to be extended until the end of September.
President Di Bell said Horsham council's decision at its July meeting on Monday to extend the exhibition period until August 30 wouldn't give the group enough time to host the four forums.
"We will instead have public meeting, and will be inviting Horsham councillors and staff to answer questions. It will also give them the opportunity to hear what the community has got to say," she said.
"We're also going to operate some pop-in sessions for people who want to talk to the ratepayers and residents group."
Mrs Bell said she planned to send invitations to councillors and council staff on Thursday.
The meeting will be at Horsham's Sunnyside Bowling Club on August 4 from 1.30pm. The pop-in sessions will be at the White Hart Hotel from 9.30am to 5.30pm on August 2 and 9.
