A Court Services Victoria spokesman said it was vital to have a safe and secure environment for judiciary, staff and all court users.
"At Horsham Court, a new dock was installed as part of a program of works to upgrade docks at a number of courts across Victoria," he said.
"The new docks featuring toughened, anti-shatter glass screens, are designed to ensure courtrooms continue to be safe, secure and fit for purpose for persons in custody, custodial staff and people in the courtroom."
The spokesman said since December 2017, trained security officers have also been present at Horsham on sitting days.
"Walk-through metal detectors are also in place," he said.
Victorian Legal Aid Horsham regional managing lawyer Sharon Leffler said safety at the courthouse had improved significantly.
"It can be daunting for both victims and people charged to attend court because it's an unknown process," she said. "For many people it's the first time they have ever been to court."
Ms Leffler said the security officers were definitely needed.
"They have made a big difference and it frees up police to do their own their own work," she said.
"It is a physical security that is present and seen and it helps keep people safe.
"I've had clients, especially those who are involved in family violence matters, comment that they feel safer when attending court now as there is a physical presence that helps keep parties apart.
"It's just made people feel more settled in court."
Ms Leffler said there was now a separate waiting area for family violence applicants and respondents.
Previously, victims and perpetrators were forced to wait in the same area of the Horsham courthouse
"The court security do a great job putting that in place and keeping everyone separate," Ms Leffler said.
She said while safety had definitely improved, further work could help enhance security.
"I believe there are further improvements earmarked around having separate entrances for family violence applicants and people in custody," she said.
