The incident happened at a traffic island near the intersection with Urquhart Street about 6pm.
Horsham Rural City Council technical services director John Martin said the major road would be closed outbound from the CBD for most of Friday.
He also said southbound traffic would continue to be blocked at Sloss Street, and northbound traffic would experience detours. Turns into Urquhart Street are also blocked.
The Baker Street intersection with O'Callaghans Parade will also be partially blocked.
Mr Martin encouraged drivers to take alternative routes, such as Wilson Street or Hamilton Street.
"Our workers are hoping to finish the job as soon a possible, but they want to do it right. Drivers wouldn't be happy if there was a depression in the road," he said.
A GWMWater spokeswoman told the Wimmera Mail-Times on Wednesday that said water supply had returned to normal.
