Horsham Sergeant Travis Kerr said the duo had been remanded in custody ahead of their court appearances.
He said two 17-year-old boys were charged with the same offence.
They will face a children's court at a later date.
EARLIER: Four teenagers are assisting Horsham Police with their inquiries after a Wawunna Road business was broken into and burgled on Sunday night.
Detective Senior Sergeant David Ellis of Horsham said police believed four people gained entry to the business by smashing a glass door.
"They stole an amount of cash and fled from the premises," he said. "At the time there were three people including a child there. They were all unharmed."
Detective Senior Sergeant Ellis said two 19 year-old men and two 17-year-old boys were taken into custody.
"All four males are currently assisting police with inquiries," he said.
He said police were yet to lay charges.
Detective Senior Sergeant Ellis said there was nothing to indicate the incident was related to other recent aggravated burglaries and armed robberies in Horsham in recent weeks.
