Kannamaroo chairwoman Di Bell said while the event committees would still operate separately, this year they would trial running them on the same weekend.
"I believe we can pool with other events and create a festival weekend for Horsham, without one committee doing all the work," he said.
In the past, Kannamaroo has incorporated the HOGS Toy Run and the Horsham Aquatic Centre pool party into the festival.
Mrs Bell said the annual duck race would still run, but finer details were yet to be confirmed.
Other ideas being discussed for the weekend include a sidewalk market and live music in Horsham CBD on the Saturday morning.
Carols by Candlelight spokesman Simon Dandy said the move made sense.
"Carols is normally the first Sunday in December and Kannamaroo is the last full weekend in November, so sometimes these events are only a week apart," he said.
"It's worth a try to see how it goes."
Both carols and Kannamaroo traditionally have fireworks. "The community felt that two lots of fireworks were a waste, so there will only be one set now, at carols," Mrs Bell said.
Mr Dandy said it could be a great weekend.
The 40th annual Kannamaroo festival will kick off on November 29 and carols will be on December 1.
