Warracknabeal Sergeant Kylie Newell said police were called to the scene at MacKenzie Street, Beulah, at 2pm on Sunday.
An Ambulance Victoria spokesman said paramedics treated the driver, a man in his 20s, for neck injuries.
The man was then flown to Royal Melbourne Hospital in a stable condition.
Sergeant Newell believes the road conditions caused the rollover.
"It's a dirt road and it was wet and hailing at the time," she said.
"In poor weather it's important drivers slow down and take it easy."
