Hiscock, 19, polled 29 votes to take home her first Hatcher Medal.
"I'm just shaking. I don't know it's crazy. I feel on top of the world at the moment, to be honest," Hiscock told the Mail-Times after winning the award.
"I had no expectations whatsoever, to be honest. I knew I had had a better season than in the past, but that's just all a credit to Tony Lloyd and my coaches for getting me fit and allowing me to play the style of game that suits me best."
Warrack Eagles star - and 2017 Hatcher Medallist - Emma Koschitzke took an early lead, earning 17 votes after round nine.
Koschitzke would only gain four more votes in the night, with her teammate Sarah Spicer cleaning up for the Eagles in the later rounds.
Hiscock was only three votes behind Koschitzke after round nine and stormed home late alongside Horsham Saints' Ashlee Grace.
Grace polled 14 votes in the back half of the season, to finish runner-up, with 27 votes, for a second season in a row.
The Horsham skipper was also named the best under-21 player.
Hiscock thanked a strong support group for helping her win the medal.
"Again just Tony Lloyd, my coaches, Mum - she does help out a lot with a bit of advice - and my team," she said.
Ararat's Jessica Williamson and Emma Koschitzke finished third-equal on 21 votes.
B Grade
Honours were shared in the B Grade best and fairest count, with Minyip-Murtoa's Stacey Arnold and Horsham's Brianna Luciani both finishing on 25 votes.
"I'm in a bit of shock really," Arnold said.
Luciani shared a similar sentiment.
"I did not expect that at all," she said.
The pair will meet again in Saturday's grand final.
"We're just stoked to make the grand final. Win or lose it's just a good achievement," Arnold said.
"It will be amazing just to be there. We're playing a good team too, so the girls are just stoked," Luciani said.
Stawell's Meg Walker was runner-up with 21 votes, followed by Horsham Saints' Georgie McIntyre, 15 votes.
C Grade
Stawell's Michelle Beaton has taken home the C Grade best and fairest.
Beaton polled 27 votes, three clear of runner-up Erin Anson, from Horsham.
"I'm just happy, I suppose. I knew I'd poll alright, but there are plenty of good girls out there," Beaton said.
"I just want to thank the Stawell Football Netball Club. They're an awesome club to be a part of, with the coaches, players and all those sorts of people."
Warrack Eagles' Grace Williams finished third with 19 votes.
