Delahunty was one of four nominees after guiding Minyip-Murtoa to the Wimmera Football League premiership in an undefeated season.
It was the first time either Minyip, Murtoa or the merged club had gone through a senior football season undefeated.
AFL Victoria said Delahunty was also nominated for his work off the field.
"John has been nominated for his calm and measured approach to teaching and developing players at all levels," they said.
"He also provides his assistant coaches with opportunities to gain valuable knowledge to increase their passion for coaching and creating a coaching pathway."
Shane Morwood from Dingley football club in the Southern Football Netball League won the award.
