Vincent, of Wodonga, will perform at a dinner and show on the Thursday evening, and at a Morning Melodies show on the Friday morning.
Horsham Country Music spokesman Lyall Wheaton said the highlight of the year was the 12th Horsham Country Music Festival in March, which attracted a record crowd.
This year's festival was to have been the final ever festival.
However in view of its success and high attendance, Horsham Rural City Council put in place plans for the event to continue for the next three years after a partnership agreement with the Horsham Sports and Community Club.
Horsham councillors agreed to inject $5000 to assist with the 2020 event.
Mr Wheaton said plans for the 2020 Horsham Country Music Festival were progressing well.
Artists performing at the festival include Graham Rodger, Don Costa and Kiara Rodrigues of Queensland, Johanna Hemara, Stephen R. Cheney, The Coads and Dwayne Elix of New South Wales, Joy Adams of New Zealand and Victorians Justin Standley, Sandie Dodd and Venessa Warra.
