Senior forecaster Michael Efron said snow could fall on areas as low as 700 metres above sea level.
"Across the Grampians and even the hills near Ballarat could see some snow flurries," he said.
The mercury is predicted to reach just 17 in Horsham on Friday, just three degrees above the coldest November day on record on November 4, 2004.
The bureau has warned sheep graziers about the risk of losses of lambs and sheep in the showers and cold southwesterly winds forecast.
