In a statement on social media, police said a light grey Holden Commodore sedan was seen being "driven erratically around the Horsham CBD area, Stawell Road, McPherson Street and O'Callaghan's Parade" between 5pm and 5.20pm.
"The vehicle lost control at the Wimmera bridge roundabout destroying road signs and a garden bed," officers said. "The vehicle has then performed a burnout when leaving the scene, nearly colliding with several other vehicles."
"A short time later, the vehicle has stopped near Bunnings Horsham, where a male and female have got out of the vehicle and argued. The male has then punched a brick wall, injuring his hand."
Horsham Sergeant Troy Curran said the driver was taken to hospital following the incident, but could not provide further details on the two people involved.
Police urged witnesses and anyone with dash cam footage to contact them on 5382 9200.
