Hot, dry and possibly windy conditions are expected.
Temperatures in the Wimmera region are forecast to be between 37 and 42 degrees on Wednesday.
Bureau of Meteorology Victoria senior meteorologist Richard Carlyon said northerly winds would develop on Wednesday, pushing hot air south.
He said the temperature overnight Wednesday would be oppressive, with northerly winds strengthening across the state early Thursday, which would keep temperatures from falling too quickly.
"Most parts of the state would experience temperatures in the high 30s and low 40s on Thursday," Mr Carlyon said.
On Wednesday Horsham is forecast to reach 40 degrees, Warracknabeal and Nhill are forecast to reach 41 degrees, and Edenhope is forecast to reach 39 degrees.
On Thursday Horsham is forecast to reach 37 degrees, Warracknabeal is forecast to reach 38 degrees, Nhill is forecast to reach 35 degrees and Edenhope is forecast to reach 32 degrees.
Mr Carlyon said there would be a late afternoon cool change on Thursday, followed by very cold, gusty south-westerly winds.
"We may see those damaging wind gusts as well," he said. "The other factor to consider is the rainfall will be very low."
Mr Carlyon said the north-west of the state was likely to see some raised dust as the change and winds moved through.
The fire authority advised people to ensure their homes are prepared and that bushfire survival kit and plans were in place.
A total fire ban has been issued for the Mallee district on Wednesday.
