State Minister for Education James Merlino visited Horsham College on Wednesday to announce the funding, which includes $270,000 for new outdoor shade sails in the courtyard and upgrades to four year nine relocatable classrooms which will receive new light fittings, flooring and paint.

Warracknabeal Education Precinct campaigner Kate Liersch, also a Warracknabeal Primary School parent, said she was disappointed that Mr Merlino had no announcements for her town.

"The frustrating thing is he literally would have driven past us on the way to Mildura," she said.

Miss Liersch is part of a group of parents running Finish What You Started - a campaign calling for funding to complete plans to bring Warracknabeal Primary School, Warracknabeal Special Developmental School and Warracknabeal Secondary College onto one campus.

"We have reached out to the minister on social media but all we've in received in the last year is templated responses," she said.

"The works are basically at a stand-still and the facilities that are there are not really workable."

Miss Liersch said with stage one finished 50 per cent of administration buildings had been completed, 40 per cent of the secondary college was completed and only 30 per cent of the special school was finished.

She said that the group had been fighting for the funding for more than 15 years and that $16 million was required to complete stage two of the precinct.

"It (Warracknabeal Secondary College) has barely changed since I went there," Miss Liersch said.

Narelle Drage said she visited Warracknabeal Secondary College ahead of her daughter attending high school there next year and said "shocked would be an understatement" for how she felt about the facilities.

"I cannot talk enough about how great the staff were but the facilities were degraded," she said. "There were cracks in the buildings and possums falling out of the roof."

Mrs Drage said she understood the demands on Mr Merlino's time but a short visit would have gone a long way.

"Just a 20 minute conversation with some of the campaigners would have shut us up for a while," she said.

Lowan MP Emma Kealy said the Warracknabeal Education Precinct had been "completely bungled" by Labor who she said have now "abandoned" the project.

"The school community needs funds to finish the project, but rather than listen to Warracknabeal locals and inspect the schools when in town to understand how critical the project is, the embarrassed Minister instead chose to drive on by and shun the school community. It's a disgrace", she said.

"I give full credit to the Warracknabeal community who has been tireless in running a huge publicity campaign Finish what you started, but Labor's continual failure to complete the Warracknabeal Education Precinct is all about Labor's values and priorities - and country Victoria isn't one of them."

Mr Merlino said he was unable to visit Warracknabeal due to time constraints but said he was committed to visiting in the future.

"We have finished stage one and we know there is more work to do," he said.

Ms Kealy also said Mr Merlino had failed to announce an update about Horsham College getting a doctor in their school which was a Labor promise.

Mr Merlino said in response that Ms Kealy was "peddling misinformation" and "playing politics with our kids health".

"We have recruited a GP at Horsham College who will be in place from 2020. The role will be provided in conjunction with Royal Flying Doctor service," he said.

Mr Merlino said St Arnaud Secondary College had been engaged with Bendigo Community Health who anticipate services would recommence at the school in 2020, while Ararat Secondary College recommenced services in October through a partnership with the Royal Flying Doctor Service.
