The Horsham Little Athletics Club secured 51 medals - 14 gold, 18 silver 19 bronze - the third most from a club, behind only lager regional centres Ballarat and Warrnambool.
Through securing gold medals, 10 Horsham athletes automatically qualified for the State Championships to be held in Casey Fields, Melbourne in mid-March.
The Stawell Little Athletics Club also punched well above its weight, securing 31 medals, including 11 gold.
Horsham Little Athletics president Nigel Binney said it was fantastic to eclipse the club's medal-tally from the same event last year.
Mr Binney applauded the effort from volunteers helping the young athletes thrive.
"It was a great effort from all concerned," he said. "We set out to do better than last year and it was really pleasing to achieve that.
"These things don't happen without a significant commitment from the Centre, parents and the athletes themselves."
Mr Binney hoped most who qualified for the state championships would seize the opportunity to compete in Melbourne.
Alongside the athletes that secured a gold medal, more are expected to qualify based on times.
He said the facilities and competition were a valuable next step for Horsham competitors.
"Many of our athletics also set personal bests," he said. "That's something we see each year when athletes get the chance to compete on a synthetic track with purpose-built facilities."
