A vote on the City to River masterplan was deferred for the second time amid 'bullying and inaction' claims arising from an email read out at a Horsham Council meeting on Monday night.

At the start of debate on the plan Councillor John Robinson moved a point of order and then read from an email written by Councillor Pam Clarke, released under a Freedom of Information request, which he said damaged the reputations of Cr David Grimble and himself.
Cr Clarke told the Mail-Times she regretted writing the email from her Horsham Rural City Council account "to a friend" - Di Bell.
Mrs Bell has responded to being named as the recipient of Cr Clarke's email which she said she "chose not to share".
In other news, Ararat's Ella Wood made her AFLW debut with the Richmond Tigers on Sunday when she battled against the heat and the North Melbourne Kangaroos.
