Stawell Regional Health's chief executive Kate Pryde said the positive result didn't come through the health service.
"Stawell Regional Health aren't privy to results taken by other GP's in the Northern Grampians area," she said.
"Pathology results go back to your GP, just like any other blood test. Swab results are confidential, like any other piece of healthcare information.
"If my service hasn't swabbed the person, I won't know of the result."
Ms Pryde said the most important message was it didn't matter where the positive test came from, maintaining all of the regulations and guidelines which are set out by the government was key.
"The positive result doesn't change anything, it was inevitable," she said
"My messaging has been to a whole region about social distancing and making sure people are complying with the guidelines.
"Not just for Stawell, but for the region at a whole. It's going to take everyone doing their bit to keep the community safe, and healthy."

Northern Grampians Shire Council Mayor Murray Emerson has provided Stawell-Times News with a statement about the positive coronavirus case in the district:
"While we would ideally like to avoid this pandemic completely, that is not realistic.
"What we can do, however, is to continue to follow the advice of medical experts, increase our hygiene practices, and ensure we all adhere to social distancing measures to slow the spread as much as possible.
"While one case is one too many, we can make every effort to keep this number at one."
"We are a strong community and one that will not be broken by this virus.
Follow the advice to stay home when you can, limit contact with others, and be sensible, rational, and compassionate."
"Council has all the latest health advice and information on our Coronavirus Information Portal on our website so please stay informed there and, as always, be kind to each other during this time."
Earlier: NORTHERN Grampians has recorded its first coronavirus case.
The case is one of 55 new confirmed cases across Victoria since Tuesday, and the Wimmera's second overall.
Yarriambiack had its first and only recorded COVID-19 case on Sunday.
The Stawell-Times News has contacted Stawell Regional Health and Northern Grampians Shire Council for comment.
The total number of confirmed coronavirus cases in Victoria is 466. This includes 271 men and 191 women, with four cases under investigation.

The virus has affected Victorians from pre-school age to their late eighties.
A Department of Health and Human Services statement said there were eight confirmed cases of COVID-19 in the state that might have been acquired through community transmission.
Twelve 12 people are in hospital, including two patients in intensive care, and 128 people have recovered.
Multiple cases have occurred in the regional local government areas of Greater Geelong (11), Ballarat (5), Baw Baw (2), Greater Shepparton (2), Surf Coast (2), Warrnambool (2), Latrobe (2), Macedon Ranges (2), Mitchell (4) and Mount Alexander (3). Bass Coast, East Gippsland, Gannawarra, Hepburn, Mildura, Moira, Moyne, Moorabool, Northern Grampians, South Gippsland, Wellington and Yarriambiack have all recorded one case.
There have have been 386 cases in metropolitan Melbourne.
Victoria's chief health officer Brett Sutton urged people to take social distancing seriously.
"Everyone who's unwell must isolate themselves and everyone who's been told they're in quarantine either as a returned traveller or close contact must do so," Professor Sutton said.
"Social distancing will save lives.
"Everyone needs to comply with restrictions in place to keep yourself, your loved ones and the whole community safe.
"We urge everyone to stay 1.5 metres away from everyone else, wash your hands often with soap and water and cough or sneeze into a tissue or your elbow."
The department statement said people could call the hotline for public information on COVID-19 on 1800 675 398.
Large numbers of calls will result in some delays and the department asked people for patience as it worked to manage the volume.
