Horsham Rural City Council announced on Tuesday that parking in the central business area would be free until at least June 30.
Chief executive Sunil Bhalla said covers would be placed over meters immediately to reduce costs and increase convenience for residents as the COVID-19 pandemic impacted the local economy.
"This measure acknowledges that many businesses are adjusting their business model to incorporate deliveries and pick up services," he said.
"We want to make it as easy as possible for people to complete their essential shopping and get home again."

Mr Bhalla said motorists still needed to respect the time limits signposted above parking bays.
He said fines may also be issued if drivers misused disabled parking bays and no-standing zones.
"Parking legally is important to ensure traffic can flow smoothly and safely, as well as allow emergency and other critical services to pull over when they need to," Mr Bhalla said.
A spokesman from Horsham Rural City Council said a decision on whether to defer rates and registrations would be made in the coming days.
