Horsham taxi driver Russell Carter is offering to deliver food packages for older people in the community, who are unable to buy groceries online during the COVID-19 outbreak.

Wimmera Health Care Group nutritionists have designed a basic non-perishable hamper that sustains the average diet for one week.
Mr Carter said he would collect the essential groceries for the hamper and provide contactless delivery.
"We should look after the elderly stuck at home who are vulnerable and can't leave their house," Mr Carter said.
Woolworths are offering to deliver a 'basics box' for $80 for older and vulnerable customers, but Mr Carter said the service was not accessible for a lot of people.
"A lot of older people don't have access to online services and apps... and are limited to paying by card," he said.
Coles and Woolworths from Monday will at times be limiting the number of customers allowed in store, by using a one-in and one-out policy to further enhance social distancing.
"Now they are making the elderly community wait in line to enter the store which is cutting them out again," Mr Carter said.
