Mininera League president John Box said a meeting on Tuesday night with the AFL confirmed nothing will go ahead until at least June.
"We had a link up with the AFL and other leagues on Tuesday night and all the leagues like the Wimmera, Hampden and Warrnambool District, and they are all keen to get something going, but we can't do anything until May 25," he said.
"They will discuss it again then but it depends on the government. But date-wise, I can't really say anything."
Consultation with the clubs in each league will be an essential step in deciding if any kind of season goes ahead at all.
"We won't make a decision unless we've got the backing of the 12 clubs in the league," Box said.

AFL Wimmera-Mallee's Jason Muldoon said Wimmera football leaders remains "cautiously optimistic" of football being played in 2020. Mr Muldoon however said the proposed start date of June 6 would soon have to be reconsidered.
"It's all just speculative stuff around what we can do at the moment, nothing is concrete," Mr Muldoon said.
"The appetite for sport to be played is certainly there, we've just got to work through the logistics of it all. Dan Andrews has announced that there is another month of restrictions, so that gives us a timeline to work toward.
"That might affect the June 6 return date, so we might have too start looking at another date of when we can get going.
"What's left of the season, how much of an impact we might have on cricket and the flexibility of all of that also will be considered."
Some clubs have also highlighted the importance of a team-training period before a season could return.
"We've spoken to the clubs about that and what the actual minimum would be for them to get back onto the park," he said.
"We're working through that figure, and we obviously have to build that into whatever we've got left in the season. Nobody will be getting an unfair advantage for a short build up."
