The decision comes after the Victorian Parliament passed a bill last week that allowed councillors to meet via electronic means of communication during the COVID-19 pandemic.
Horsham council was among many across the state to lobby against laws that forced council ordinary and special meetings to be in person.
Horsham councillors will meet via Zoom on May 11, from 5.30pm. The meeting will be held in lieu of the postponed April 27 meeting.

People will be able to watch the meeting live. Afterwards, a recording of the livestream will be placed on council's website.
A dedicated room in the Horsham Civic Centre for mayor Mark Radford has been set up as a studio. Councillors and officers will attend online.
Cr Radford thanked the state government for taking councils' concerns on board.
"This is an important and positive step," he said.
"We are ready to return to a regular pattern of meetings in what is an important time of the year with the budget to be considered over the coming weeks."
The meeting scheduled for May 25 will go ahead as planned.
The decision was contrary to a resolution made at a meeting in November 2017. The recommendation suggested that "future meetings are streamed live via the internet, once suitable technologies have been established to facilitate that occurring".
At the time, councillors David Grimble, Alethea Gulvin, Josh Koenig, Les Power, Mark Radford and John Robinson voted in favour of the motion, while Cr Pam Clarke voted against.
Last year, all councillors present at the May meeting - Crs Clarke, Gulvin, Power, Radford and Robinson - voted against pursuing live streaming.
The council instead agreed to adopt a new policy that allows audio of meetings to be recorded and available for download from the council's website.
