Bureau of Meteorology data shows the apparent temperature - or "feels like" temperature - was -3.1 at the time.

The previous coldest morning this year was on March 23, when the city measured a minimum temperature of 1.9 degrees.

The May mean minimum average is 5.4 degrees, though in 2006 it got down to a record -4.
Elsewhere, Stawell had a minimum of 1 degree at 3am, Ararat 1 degree at 6am and Warracknabeal 2 degrees at 7am.
Edenhope at a low of 3 degrees at 7.30am, and Nhill a comparably balmy 5.3 degrees at 4.30am.

Horsham is is set for a top of 15 degrees on Thursday, with morning fog and frost and a mostly sunny afternoon.
It is similar for Warracknabeal and Nhill. Edenhope will reach 14 degrees today, and Stawell just 13.
