The Stawell Town Plan: A Vision for the Future will direct future development and investment in the region.
It will aim to guide the preferred location, type and use of new development in Stawell and to accommodate population and economic growth for the next 20 to 30 years.
It will focus in particular on the town centre and Western Highway precinct.

"The plan incorporates what the community is looking at from its council, and also guides us in regards to the direction our community wants to take," he said.
Cr Emerson said residents and consultant partners would inform the project entirely.
Council will work with urban designers and planners Hansen Partnership, Tim Nott Economics and Martyn Group Transport Planning to gather input from the community to build a thorough plan for the future
The council will start community consultation on the plan next month. It will present a draft discussion paper and gather feedback on that draft.
Cr Emerson said residents could take ownership of the plan and help shape the town for future generations.
He hopes it will help create jobs and encourage people to fall in love with the region.
"The more people we can generate into our community coming to live here or visit is certainly part of our plan," he said.
The project will focus on the Western Highway-Seaby Street intersection, with an aim to enhance the first impression of the town when entering via the highway.
It aims to identify opportunities for potential new public open spaces and community facilities, and will also ensure the town is ready for long-term population growth.
Improvements to streets and roads for all transport modes, including walking and cycling, will also be key considerations.

Cr Emerson said the future of Stawell looked bright.
"We can't wait to hear what the people of Stawell have in mind for their town," he said.
