An Ambulance Victoria spokeswoman said that he was taken to Ararat Hospital in a stable condition with lower-body injuries.
Sergeant Peter Young, of Stawell Police, said it appeared that a "nose-to-tail" happened between the cars at 2.20pm and then a truck side-swiped the accident in progress.
It was likely that the truck driver was not aware the crash was happening and continued driving, Sgt Young said.

He called for the truck driver to contact Stawell police.
Sgt Young said there was a male driver in one car, and a male driver and passenger in the other.
He said the SES had attended at the scene to free the injured man.
Investigations into the cause of the crash are continuing.
The highway remained blocked as of 3.45pm on Thursday, with it expected to reopen shortly.
VicRoads advised drivers to leave extra time and be prepared to stop and follow the direction of emergency services.
