On Monday, a Hindmarsh Shire Council spokesman said it was close to completing the town's community and civic preceinct.
The centre off Lloyd Street will feature the new Dimboola Library, council customer service centre and new public amenities.

For the latter of these, mayor Rob Gersch said the carpark would be landscaped into the Wimmera River Discovery Trail Dimboola Visitor Node.
"(It) will provide a very user friendly and welcoming space between Lloyd Street and the creek and river environs at the rear of the new library," Cr Gersch said.
"We are pleased to release the final draft landscape plan for the Node and once the plan is finalised we hope to go out to tender within the next month or so to have works carried out."

Cr Gersch said the landscape plan would be placed in the window of the existing building and on council's website.
The discovery trail is a 60-kilometre-long bike path connecting Dimboola to Jeparit, being jointly funded by the Department of Environment, Water, Land and Planning and all three levels of government.
While the 150-year-old facade of the library will be kept, the existing public toilets will be demolished and a landscaped courtyard established in their place.
The shire's update comes as it prepares to leave the Wimmera Regional Library Corporation on Wednesday.
As part of changes Hindmarsh Shire Council has employed a coordinator for Library Services to serve its ratepayers and those of Yarriambiack Shire.
It is also establishing static libraries in Jeparit and Rainbow at a combined cost of $300,000, where previously these two towns were serviced by mobile libraries.
In January, Cr Gersch told the Mail-Times "no animosity" influenced the Council's decision to leave. Rather, he said it was made to reduce costs.
