Parking meters in the central business area were switched off at the end of March and will remain bagged and out of operation until at least December.
Chief executive Sunil Bhalla said the decision came in light of further restrictions being introduced this week and coronavirus' impact on the local economy.
"Council switched off parking meters on 30 March. They will remain off and we will continue to monitor the situation," Mr Bhalla said.

"We must ensure we still have parking turnover so that customers can easily visit local businesses and access the services they need."
Horsham Rural City Council initially intended for paid parking to return on June 30.
Mr Bhalla said parking rules must still be followed and council would be issuing fines to people not following signage.
"Despite our meters being switched off, parking time limits and restrictions still apply," he said.
